Whilst undertaking a ground line inspection of the pole and excavating around the base by use of a wooden handled shovel, the Inspector visually identified steam coming from the soil. A voltage proximity test confirmed a voltage. The fault occurred due to LV conductor from the transformer bushing to the LV links resting on the transformer. The conductor insulation had deteriorated and had livened up the tank, hanging bracket, U-bolts and the earth connected to the tank. This resulted in the earth conductor connected to the transformer running down the pole to be live.
